Name labelling
A model reads a person’s family name and guesses their language, community or faith. An organization that signs up outside Québec starts with it on for language and community. Faith stays off until somebody here turns it on, and an organization set up any other way, or in Québec, starts with all of it off.
Not fit for a real campaign yet. A legal opinion has been asked for and has not arrived. Until it does, this is here to be measured and argued with, not used. A name is weak evidence about a person, and it is weakest for adoptees, for converts, for people who married across a group, and for families who have been here longest — the people a campaign is most likely to already misunderstand.
